The City of Bay City recently approved the council-manager form of government. The ICMA Research and Development Department completed a study that found Texas well represented among the largest cities in the United States with the council-manager form.
ICMA Executive Director Marc Ott states, “The great state of Texas, as well as other regions throughout the United States, continue to benefit from the council-manager form of government, as evidenced by the growth in the population and prosperity of these professionally managed communities. ICMA is pleased to recognize that the City of Austin will soon reach one million in population. When that happens, Austin will join San Antonio and Dallas as one of three Texas cities that operate under the council-manager form and serve populations of one million or more. These three Texas cities will join San Jose, California; and Phoenix, Arizona, as the five largest cities in the U.S. that operate under the council-manager form of government.”
