Meet Your Colleagues

The TCMA Management Messenger welcomes Andrew Freeman to his new position as the city manager for the City of Tulia. Andrew’s appointment began November 1, 2013. Prior to his appointment, Andrew served more than five years as the economic and development coordinator for the City of San Marcos. Andrew received both his bachelor’s and master’s degrees from Texas State University.

Andrew and his wife Jessica have been married eight years and have two children, Jack and Elizabeth. When not spending time with his wife and kids, Andrew enjoys playing racquetball, following Texas Longhorn sports, and spending time on his PlayStation, watching movies or playing video games.

 

The TCMA Management Messenger also welcomes J. Rhett Parker to his new position as the city manager for the City of Cameron. Rhett’s appointment began September 3, 2013. Prior to his appointment, he served 11 years as the city administrator for the City of Ralls. Rhett received his bachelor’s degree from West Texas A&M University in 1994 and his C.P.M. from Texas Tech University in 2008.

Rhett and his wife Stacy have been married 14 years and have two preschool daughters, Jadyn and Adyson. Rhett’s hobbies include painting and photography, capturing hometown Texas street-scapes, rodeo parades, and small town life. He particularly enjoys photographing his daughters in blue bonnets, cotton fields, and parades.
