The TCMA Management Messenger welcomes Jim Cox to his new position as the city administrator for the City of Leonard.  Jim’s appointment began October 1, 2015.  Prior to his appointment, Jim also served as city administrator for the cities of Groesbeck and Lindale. He received his Certified Public Manager (CPM) from Stephen F. Austin University in 2009.

Jim and his wife Merlene have been married 45 years. They have four daughters, and 15 grandchildren. He enjoys being a grandfather, golf, hunting, fishing, and model railroading.

The TCMA Management Messenger welcomes Chester Nolen as the city manager of the City of Glen Rose. He was born and raised in West Texas. Chester has been in public service for 43 years including 27 years as a city manager and various positions Texas and New Mexico. Most recently he worked for Strategic Government Resources as an executive recruiter and interim manager.

Chester graduated from Sul Ross University in 1971.While in college he began rodeoing and continued until he got married.

Chester has been married to his wife Sally for 32 years. They have two sons Cody and Tucker. Cody will graduate from Tarleton University in May 2016 with the intent on working in public service and Tucker who graduated from Texas A&M in December, plans to pursue a career in residential construction.
