The TCMA Management Messenger welcomes Joseph S. Portugal to his new position as city manager of the City of Lago Vista. Joseph has enjoyed a 28-year career in public service in local government. He has a bachelor’s and master’s degree in sociology and has completed  doctoral studies in urban and public administration from the University of Texas at Arlington.

Joseph is a member of the International City/County Management Association and the Texas City Management Association. He is an ICMA Credentialed City Manager and an ICMA published author on management and community issues. In 2010, he received a 20-year Service Award from TCMA and is a past member of the TCMA Ethics Committee. Joseph is also a graduate of the Senior Executive Institute (SEI), Weldon Cooper Center for Public Service from the University of Virginia, and currently serves as a member of the SEI Advisory Committee.

Joseph has held numerous civic and organizational positions in his career including president of the Jacksboro Chamber of Commerce from 2004-2006. He is a veteran of the US Army including service in the prestigious First Calvary Division.

Joseph is married to Paula Jean Martin, a retired school teacher of 32 years and a graduate of the University of Texas and Texas Woman’s University. They have two sons, Morgan, a professional jeweler, and Brian, a Special Assistant US Attorney/Assistant Attorney General in Texas. Joseph and Paula enjoy entertaining, traveling, and volunteer service.

TCMA Management Messenger introduces and welcomes Kelly Templin to his new position as the city manager of College Station. Kelly’s appointment began November 4, 2013. Prior to his appointment, he served as the city manager for the City of Seabrook. He began his public service in the planning department. He has served as a planning director in the cities of: Auburn, Alabama; Oxford, Ohio; and College Station and Seabrook, Texas.

Kelly has been married to his wife Lisette for 21 years. They have three children, Trey, Tory, and Trinity. He is an avid hunter and reader and enjoys closely following his son’s tennis and daughter’s swimming pursuits.
